"Let there be a strongman"?
"It is something ordinary Iraqis say with growing intensity," writes John Burns in the New York Times, "even as they agree on little else. Let there be a strongman, they say, not a relentless killer like Saddam Hussein but somebody who will take the hammer to the insurgents and the death squads and the kidnappers and the criminal gangs who have banished all pretense of civility from their lives."
But Burns writes that Iraqis might be waiting in vain:
"The message appears, so far, to have found little resonance in Washington […] The closest anyone with the White House’s ear has come to suggesting anything short of democratic rule … are leaks from the bipartisan commission headed by James A. Baker III and Lee H. Hamilton, which is charged with suggesting a new American approach to Iraq; some of its members have said that the group has considered recommending that stability, rather than democracy, should become the principal objective there."
A "strongman" scenario may have little apparent resonance in Washington, but as Burns notes, it seems to be taken seriously by many people in Baghdad. Indeed, rumors of an impending U.S.-backed coup have been circulating in the capital for months, and these have always struck me as having a dimension of Iraqi wishful thinking.
The Arabic press has been dealing with a coup scenario, too. The figure most often at the center of this speculation is Ayad Allawi, who has publicly denied the rumors. He doesn't have a militia to support a coup, he says.
What are the alternatives as Iraqis see them? The Arabic press has offered four possiblities: adding more U.S. troops; withdrawing U.S. troops; a loose federation; and a regional conference. (By the way, the long-missing Ahmad Chalabi recently suggested that the right way to go would be through the marjaiya, or the Shiite religious center. In other words, Iran. Of course, Chalabi would play a significant role.)
Withdrawing U.S. troops as quickly as possible while leaving security concerns to the Iraqi government, an option favored by such newly empowered Democrats as Sen. Carl Levin, would almost certainly lead to unmitigated disaster. It's easy to wag one's senatorial finger in Maliki's ineffectual face. But what about the Iraqi civilians who are at his mercy? A U.S. that abandons Iraqis to religious butchers would be finished in the Middle East for the foreseeable future.
The "loose federation" idea isn't necessarily a bad option in principle, but if Iraqi politicians have been unable to agree on even the most minor issues, how could they agree to something that would require serious extended cooperation?
A meaningful regional conference, which is supported by such pro-war voices as the Washington Post editorial page, seems a pipe dream. It would mean getting Iran, Syria and others to stop supporting the bloodletting in Iraq. But Syria, for its part, won't end its role in Iraq's agony until its regime can stop the UN investigation of the Hariri murder and resume plundering Lebanon. This U.S. administration is not likely to be part of a Middle Eastern replay of Munich 1938, and – what's most important to me -- in the meantime, as such a conference drags on, more and more innocent Iraqi civilians will be murdered daily.
What about more U.S. troops? Harvard's William J. Stuntz has made a serious case in favor of that option. Rumsfeld's mistake, he argues, was trying to wage war against insurgents on the margins, when what is called for is the application of military might.
Stuntz wrote in The Weekly Standard that, "Between November 2004 and February 2005, according to the Brookings Institution's Iraq Index, the number of coalition soldiers in Iraq rose by 18,000. In that time, the number of Iraqi civilians killed fell by two-thirds, and the number of American troops wounded fell by three-fourths. The soldiers were soon pulled out; by the summer of 2005, American and Iraqi casualties rose again. Later that year, the same thing happened again. Between September and November of 2005, another 23,000 soldiers were deployed in Iraq; once again, both Iraqi and American casualties fell. In the early months of 2006, the number of soldiers fell again, and casualties spiraled up."
"Iraq is not an unwinnable war," Stuntz argues. "Rather, as the data just cited show, it is a war we have chosen not to win."
But is there still U.S. political will for sending more troops? That option probably appeals to the administration more than does the coup scenario. As the AEI's Eliot A. Cohen pointed out recently in The Wall Street Journal, a coup "would involve a substantial repast of crow that this administration will be deeply unwilling to eat." (Cohen himself believes a coup is probably the best of a set of "dismal" options.)
In the event of a coup, ordinary Iraqis would have to eat crow as well. They were tearfully proud of their new democracy and the purple fingers that brought it to power. But Iraq's malignant neighbors and its disgraceful leadership have, thus far, combined to thwart the hopes of ordinary Iraqis. No one can build an economy in the midst of this slaughter; no one can build meaningful civil institutions. Iraqi pride has been giving way to fear and despair. "Let there be a strongman," they say. I know just how they feel.

Its important to give Maliki
more time ... he has been in power
6 months ... yes for those in Iraq
it must seem like forever ...
but from where Iraq has come from
this is a very short time.
Fastest way to peace in Iraq
with the least loss of life
is in the jands of the Shia militias they must unify
and act in cooperation with
Iraqi Army and US Forces ...
Too many resiurces are devoted
to playing this cat and mouse game
with the Shia militias instead
of all parties unifying against
Former Regime Elements and al-queda
Maliki needs to pull the militias into protective roles of neighborhoods only ...
NO death squads no killing innocents in Sunni neighborhoods ...
Then all other groups can focus on sweeping through OTHER Baghdadeighborhoods and then
organizing a huge offensive
in Anbar
Good post,
I would also add that a so-called 'strong man' would be just a repetition of history and that the Americans will have to come sooner or later back with a military force, because a 'strong man' won't pacify the situation in Iraq.
I want no strong man. NO! What is to keep him from turning worse than Saddam?
I do not support a coup either. I am not worry about that, though. The murderers cannot agree on anything long enough to come up with a plan like that.
When we were attacked by the highjackers, our policy was to stay in your seat and wait for the plane to land. When the 4th plane learned of what was happening, the whole world changed. No longer were we going to be victims. WE ARE AMERICANS! They took down that plane.
They saved the Congress and the White House by being courageous in spite of the fact that they had a good idea that they were going to die. I thank God for men like that. I also thank God for the brave men over in Iraq.
You have many brave men in your country. Gather yourselves together and put an end to this. It's sort of like a neighborhood watch. Anyone you do not know cannot enter without someone in the neighborhood's acknowledgement of that person.
Forget about the police and the Armies. When it comes right down to it, you need to arm yourselves and protect yourselves. That is why we have a 2nd Amendment! (No government can take away our guns.)
I didn't mean to go on so long. I just get frustrated at all the stupidity I hear coming out of my own country. It angers me the way they fight our President. Do not worry. Have a great day.
I'm sorry to be so blunt but the prior comments are pure crap.
A strong man was needed. That strong man should have been the US Army and Marines.
EVERY COUNTRY ON EARTH IS THE RESULT OF CONQUEST. There are no developed civilizations populated with native people. Historically stability is the result first of overwhelming force applied by the victors of war.
The USA tried something new with Japan after WWII. We restructured a non-Christian, feudal society and started it on the way to a miraculous prosperity. But before that was possible we annihilated their will to fight with cold-blooded violence. The same could have been done in Iraq.
Bush screwed up. He and Rumsfeld tried it on the cheap. Now we're in uncharted waters rebuilding and pacifying simultaneously. We should have sent in 500,000 troops locked down every city and village and killed anyone raising the slightest ruckuss. We should have followed the template that worked.
It's too late now. America is too kind and squeamish to do what's necessary and the Muslims in Iraq are too bloodthirsty and uncivilized to save themselves.
It's not what I want but it's over. Bush doesn't have the balls to do what has to be done. Better to get all our men out now and to hell with the Iraqis than to see any more bleed for these f'g savages.
Richard L.
Lets hope Maliki's call for a cabinet reshuffle is successful Bill Roggio even has a link saying Al Sadr supports this to the point of his party losing ministries.
However Al Maliki needs serious pressure placed on him.
The thing that mystifies me is how Bush seems to take the pressure of him. It gives me a small glimmer of hope that they know things we don't.
I find it hard to believe that a truly determined PM couldn't shut down the deathsquads within a month however.
It's simple...Vote for someone else.
Or make a public poll. If the poll shows that Maliki is loosing votes because of his policy and would be out of the next government, leak the results to his party or a newspaper. He will then feel presure from inside his party.
Or join a Party, you like. Convince the main candidate running for parliament to get an image of being a strongman, have pictures taken of him standing on a tank Jeltzin style. Use that public sentiment. And win the election and get the prime minister post.
Keep trying.

There was this guy who believed very much in true love and decided to take his time to wait for his right girl to appear. He believed that there would definitely be someone special out there for him, but none came.
Every year at Christmas, his ex-girlfriend would return from Vancouver to look him up. He was aware that she still held some hope of re-kindling the past romance with him. He did not wish to mislead her in any way. nike shoxsSo he would always get one of his girl friends to pose as his steady whenever she came back. That went on for several years and each year, the guy would get a different girl to pose as his romantic interest. So whenever the ex-girlfriend came to visit him, she would be led into believing that it was all over between her and the guy. nike womens shoes The girl took all those rather well, often trying to casually tease him about his different girlfriends, or so, as it seemed! In fact, the girl often wept in secret whenever she saw him with another girl, but she was too proud to admit it. Still, every Christmas, she returned, hoping to re-kindle some form of romance. But each time, she returned to Vancouver feeling disappointed.
Finally she decided that she could not play that game any longer. puma mens shoes Therefore, she confronted him and professed that after all those years, he was still the only man that she had ever loved. mens puma shoesAlthough the guy knew of her feelings for him, he was still taken back and have never expected her to react that way. He always thought that she would slowly forget about him over time and come to terms that it was all over between them. nike shox Although he was touched by her undying love for him and wanted so much to accept her again, he remembered why he rejected her in the first place-she was not the one he wanted. nike 360 air maxSo he hardened his heart and turned her down cruelly. nike running shoesSince then, three years have passed and the girl never return anymore. They never even wrote to each other. NIKE air shoes The guy went on with his life..... still searching for the one but somehow deep inside him, he missed the girl.
On the Christmas of 1995, he went to his friend's party alone. "Hey, how come all alone this year? Where are all your girlfriends? What happened to that Vancouver babe who joins you every Christmas?", asked one of his friend.nike air max He felt warm and comforted by his friend's queries about her, still he just surged on.
Then, he came upon one of his many girlfriends whom he once requested to pose as his steady. He wanted so much to ignore her ..... not that he was impolite, wholesale nike shoes but because at that moment, he just didn't feel comfortable with those girlfriends anymore. nike shox torchIt was almost like he was being judged by them. The girl saw him and shouted across the floor for him. Unable to avoid her, he went up to acknowledge her.
"Hi......how are you? Enjoying the party?" the girl asked.
"Sure.....yeah!", he replied.
She was slightly tipsy..... must be from the whiskey on her hand.
